Although among the largest city school systems, Washington schools are in a unique position when it comes to funding. Education programs in the District of Columbia, after approval by the elected School Board and the city government, must run the budgetary gaundet of the United States House of Representatives, the Senate, and then the White House.

With these additional handicaps, education resources which are plainly needed are not always forthcoming. Nevertheless, students' scores on comprehensive national tests of basic skills are rising. Top priority is given (with successful results) to rais- ing the achievement levels of all students, especially in reading, writing, oral communication, and mathematics. Students with severe handicaps and learning disabilities are given special assistance.

The District schools enroll students from more than 125 nations, who speak at least 130 languages. For its approximately 6,000 Spanish speaking and 1,100 Asian students, the system offers strong programs in English as a second language; and itinerant teams of language teachers ensure that even small groups of foreign born students, who do not speak the language when they arrive, do so before they leave a necessary service in a city that educates a worldwide diplomatic community.

Anyone who meets the scholastic standards may attend one of the city wide specialized schools. One high school emphasizes the arts; another engineering sciences; and an academic high school specializes in college preparation. In one program called "School Without Walls," the enormous resources of the city become the learning ground for highly motivated students.

The Luke C.Moore Academy offers remedial academic help to former dropouts, who seek to improve skills and earn diplomas.There are intern programs, vocational-academic combinations, childcare services for pupils, who are also parents, and a special school for students, who also work as pages (runners) in the U.S. Capitol for members of Congress.
