Carroll County

Type of County and Homes Available: Incorporated in 1837, the county is named for Charles Carroll, signe ofthe Declaration of Independence. It is primarily agricultural, with poultry, dairy products, grain, and produce providing most of its income. Its terrain, gendy rolling to hilly, is scenic and dotted with many brooks and streams,Random House is the largest industrial employer with approximately 1,200 employees in its warehouse and distribution center.

Points of interest include the restored Shriver family homestead, the CarroU County Farm Museum at Westminster, and the Uniontown restored historic area in revitalized downtown Westminster shopping area.Population has grown by about 4,000 annually to approximately 136,000 residents. Recently completed 1-795 connects the county border to the Baltimore Beltway. Other principal commuter highways are Md, Rte. 140 (Northern Frederick County to Baltimore), Md. Rte, 97 to Gettysburg, and Rte, 27, south to 1-270. CarroU County has the largest region of preserved farmland in the nation, and growth is closely monitored.


The county government has designated specific growth areas around the 8 incorporated towns to guide development and to maintain existing agricultural districts. At present, Manchester and Westminster are the fastest growing areas, Housing Price Ranges: Single-family homes range from $130,000 to $280,000, townhouses from $104,000 to $130,000; apartments range from $600 to $800 per month.


Tax Situation:
Homes are assessed at 40% of market value. Municipal tax rates should be added to county- state levy. 10% amusement/admission tax.

Form of Government: CarroU County government is supervised by 3 county commissioners; elected to 4-year terms in partisan contests, they hire a chief of staff for full time supervision of county offices. The commissioners also appoint a 7-member Planning and Zoning Commission, to recommend land use plans and advise the elected officials on applications for zoning changes. A strong emphasis is placed on the Economic Development Office. A public information/tourism office promotes county activities and events.

The government operates a county road system, funds school programs, operates 3 landfiUs, and links volunteer fire departments with a central alarm system. Other services include a health clinic and hospital at the county seat, Westminster, public libraries, and some water and sewer service.(Most towns operate their own water and sewerage systems.) Property tax is the chief source of revenue and the county levies a 60% surcharge on state personal income tax.


Driving Time to Washington:
Time shown in local profile (Mount Airy) is generally for light to moderate traffic and is from the center of town to downtown Washington. It can vary upward to as much as 75 minutes during peak traffic periods.

Public Transportation: Bill Rohrbaugh's Charter Service, Inc., offers charter service both in state and out of state (410-374-9200 or 410-239-8000). Senior citizens can dial for bus service in Carroll County through the Senior Overland Service (SOS): (410) 876-7433. Carroll County airport at Westminster.

Public Facillities and Services: Electricity to entire population (Bait. Gas and Electric). Water and sewer service to some parts of Freedom District, Hampstead, South Carroll, and Voting District 2 being planned. Location in Carroll County determines whether both water and sewer, neither, or one of the two are provided. Minimal gas service. Trash collected by private contract.

The county provides I drop offcenter, 6 recycling bins: newspaper; magazine and computer paper; green glass and brown glass; clear glass; plastic; bimetal, I trailer for aluminum cans. Police protection is provided by the Maryland State Police at Westminster. (32 Barracks troopers, 49 Resident troopers). In addition, 4 corporate municipalities maintain their own police protection. The County Sheriffs Department maintains courts and jail securities and civil process, and law enforcement duties with 31 police deputies and 51 correctional deputies.14 volunteer fire stations are manned by 400-500 volunteer firefighters.

Westminster Fire Co, employs 4 full-time engineers and Reese has 3 full-time employees to man med units. 13 companies provide ambulance services, and have advanced or support units. The county library system includes 5 filll-service branches (Eldersburg, Mt. Aiiy, North Carroll, Taneytown, and Westminster).

In addition to over 440,000 books, the libraries offer audio cassettes, CDs and videocassettes, newspapers and periodicals. Other services include a bookmobile, 2 book vans chat visit family day care homes, a Community Information Service of resources, service to nursing homes through library Link, and service to hearing impaired. Library information: (410) 876-6008. The Carroll County Bureau ofAging provides nutrition,transportation, and resocialization services to the elderly (410) 848-4049.

Public School System: County operates 19 elementary, 7 middle, 5 high schools, 2 vocational and technical centers, I special education school. Total enrollment: 24,515, Teacher salaries: $24,793 to $38,759 and up. Annual per pupil expenditure is $5,529 (1993-94). Student-Teacher Mtio 1-5 24.1:1; 6-8 27.1:1; 9-12, 23:1. School sys- tem has home and visiting teachers, guidance counselors, and psychologists. Special programs for students with learning disabilities, speech therapists for grade school students.

Vocational centers offer courses in data processing, electronics, horticulture, materials handling, food service, drafting, practical nursing, mechanics, plumbing, heating, ventilation, and welding. Comprehensive programs in art, music, physical education, industrial arts, and home economics, Adult evening education program. Information: (410) 751-3000.

Private and Parochial Schools: I Catholic (1-8), 3 Christian, 3 nursery and kindergarten, including Montessori, I Mennonite, I private (1-8). Total private school enrollment: 1,615 (1994).

Colleges:
Carroll Community College (cooperative program with Catonsville Community College) uses former elementary school building. An 80-acre main campus for college has been constructed. Western Maryland College, 4-year, liberal arts with advanced deaf education program, also at Westminster.

Recreational Facilities: 2,000 acres county parkland, 3,000 acres state parks; 19 county parks including the large lakeoriented facilities at Piney Run, where residents enjoy boating, fishing, playground equipment and picnic sites, tennis courts and I nature center. Piney Run features cross-country skiing in the winter. State parks include Patapsco and Morgan Run, with many facilities.

There are ponds and streams, forests for hunting (with permission of landowner). Private swimming pools, Soccer clinics, athletic leagues, arts and crafts operated for public, along with programs by 21 community or countywide volunteer recreation councils, organized by residents under direction of Department of Recreation and Parks, County facilities include 60 tennis courts, and 30 school buildings and grounds are used extensively for local recreation programs. Medical Facilities: Approximately 189 physicians including general practitioners and specialists, 56 dentists. 161-bed Carroll County General Hospital, Westminster; I state psychiatric hospital, Springfield; 8 nursing homes, Health department offers a wide range of services relating to areas of mental health, community health nursing, environmental health, and addictions treatment.
